The New Republic has been expanding in south america for a short while now, and during expansion has left a single city right outside of the Deutsch Unions border, meaning with the soviet to the east and another TNR city to the north, the union was forced to call one of the mercenaries, Bomb Parts, to assist in the removal of bogota so the union could expand.

In turn for the mercenaries taking bogota and giving it to the Union for border expansion, the leader of TNR, Overcooked_Muffin, took not only bogota but also the capital of the alliance. This will lead to sour relations in later diplomacy due to not only enticing an attack, but also for going too far in a response. The taking of Bogota and the capital of the Union has caused a total of 25,660 civilian deaths, most coming from taking the capital.
To explain why the Union can not expand into Mexico, the leader of the Union had made an agreement to give the mercenaries Mexico in turn for South America back when the Union, Peru, and the mercenaries were the only alliances in south america. the Union wishes to keep its words and leave mexico untouched for the mercenaries, and only wish to have South America in turn.
in order to end this article, i must say that the Union wishes only peace unless antagonised and forced to attack like they were this day, and are willing to make negotiations at any time. all the union wishes to own is South America, a continent that had been empty since the owner had joined, and once they have that they will no longer have any reason to even be forced into fighting due to owning the area they want.

Actually, you can have Mexico, since it wouldn't make sense for mercenaries to have a country, we'll keep a garrison in Mexico and South America though for rapid deployment.
