I think that armies should still move even without the need of routes, for example: Armies that do not follow a route can still go to the destination just at a slower pace while the armies that move on the routes move faster than usual
Update: After talking with reedy this is what should happen:
You should be able to choose to take a route or just cut through, if you take a route, you have to fight other cities (Reedy said you have to), or you can cut through but risk loosing troops due to the environment or people ect.
Either way, we should be able to move our army without waiting for our routes to be approved

When you are moving from a base you should not be routed and should go in a straight line
Yeah but what i thought is, if the destination of the army is not routed, it can go in a straight line. if its routed then it can follow the routes.
