Dossoles Changed to New Dawn; Gains Another Vote in the Committee

With Dossoles now changed to New Dawn, the new leader is Athena. This resolves the Reedy situation due to Athena gaining the leader vote and Toilet now gaining the representative vote. All alliances in United Asia have two votes with one vote each for the Leader and the Representative. The Director-General and Secretary-General still cannot vote as it is restricted by United Asia rules.
